What is Cultural Competence?

Cultural and linguistic competence is a set of behaviors, attitudes, and policies that come together in a system, agency, or among professionals that enables effective work in cross-cultural situations. It comprises four components (Adapted from Cross, 1989):

  • Awareness of one's own cultural worldview
  • Attitude towards cultural differences
  • Knowledge of different cultural practices and worldviews
  • Cross-cultural skills

  • To eliminate long standing disparities in the quality of health or education, or human services provided to people of diverse racial, ethnic, and linguistic populations; and consideration of gender, disabilities, and sexual orientation in delivery of services.

  • To improve the effectiveness, quality of services, and positive outcomes to targeted populations.

  • To gain a competitive edge in the market place.

  • To decrease the likelihood of liability/malpractice claims.
